Local councils are responsible for approximately 90 percent of the road network across New South Wales, playing a critical role in connecting communities and supporting local economies. Armidale Regional Council manages around 2,700 kilometres of roads throughout our region, ranging from urban streets and rural roads to key freight and transport routes.

With funding support from all levels of government, Council delivers a substantial program of road works each year to ensure this extensive network remains safe, reliable and fit for purpose. These works include everything from asphalt and concrete heavy patching and resurfacing through to major capital works programs designed to improve and maintain critical road infrastructure.

Through ongoing maintenance, targeted upgrades and long-term planning, Council is committed to improving road conditions and ensuring the safety and accessibility of our road network for all users, including residents, businesses, visitors and freight operators across the region.

Annual Heavy Patching schedule

Heavy patching is a heavy-duty road maintenance method used to repair significant pavement failure, such as deep potholes, rutting, or severe cracking. It involves excavating or milling the damaged asphalt and sub-base material, replacing it with new, hot asphalt, and compacting it to create a durable surface that extends the road's life.

Armidale Regional Council delivers an annual heavy patching schedule across the region. Below is a list of proposed heavy patching works for the 2025/26 financial year.

Annual Roads To Recovery Funding Program 2025/2026 - $2.29 Million CFY

Council receives funding each year from the Federal Roads to Recovery program.

In the current budget year, the Roads To Recovery funding is being used to deliver a range of asset renewal and upgrades.

The program may change during the year due to things such as contractor availability or changing priorities.

Asphalt concrete (AC) heavy patching schedule

Asphalt concrete (AC) heavy patching is a specialised, deep-repair technique used to rehabilitate severely damaged, deformed, or cracked sections of asphalt roads, commercial parking lots, or industrial pavements, often in areas subjected to heavy traffic loads.

Unlike simple pothole filling (surface patching), heavy patching requires cutting, removing, and replacing both the worn surface and often the underlying road base to restore structural integrity.

In the 2025/26 financial year, Armidale Regional Council will complete over 3500 square meters of AC heavy patching across the Armidale Region in both regional and rural areas. See below for a full list of proposed AC heavy patching works for this financial year.

Capital works programs

Capital works programs outline council’s planned investment in major infrastructure across the region. These programs focus on building, upgrading or renewing long‑term assets such as roads, bridges, buildings and public facilities.

Capital works projects are designed to improve services, extend the life of existing infrastructure and support the ongoing needs of the community. Unlike routine maintenance, these projects deliver long‑term benefits and help ensure essential infrastructure continues to meet current and future demand.

The Capital works program also includes those projects delivered under Transport for NSW's Roads to Recovery funding.

Gravel resheeting program

Gravel resheeting involves applying a new layer of gravel, typically around 150 millimetres thick, to sections of unsealed roads. The material is then graded and compacted to restore the road surface and improve driving conditions.

Unsealed roads are prioritised for gravel resheeting based on a range of factors, including road condition, safety considerations, assessed gravel depth and levels of use.

Gravel roads generally require resheeting every 10 to 20 years, depending on gravel loss, traffic volumes and environmental conditions.

Regional Emergency Road Repair Fund (RERRF) - Grant funded

Transport for New South Wales (TfNSW) Regional Emergency Road Repair Fund (RERRF) supports regional councils to continue vital repair and maintenance work following recent severe weather and natural disasters. Under the RERRF funding, councils can access grant funding for immediate repair of potholes on Local and Regional roads, heavy road patching, reshaping and smoothing unsealed roads, drainage and culverts, rehabilitating sections of road, and resurfacing work. 

 

Proposed works until the end of 2026/27 financial year - $2.18 million in RERRF funding

  •  Shoulder grading and table drain maintenance on identified sections of Guyra Road (11,588 linear meters)
  •  Resurfacing of four sections of Guyra Road (42,110 linear meters)
  •  Resurfacing of two local road sections
  •  Bridge maintenance works on 1 regional road bridge structure
  •  Bridge maintenance works on 30 local road bridge structures
  • Maintenance of 25.7 kilometres of local road drainage systems
  • Heavy patching of 4,211 square metres on sealed local rural roads abd associated bridge approaches

Rural road grading

Rural road grading is a maintenance process used to smooth and level unpaved or gravel roads, typically in rural areas. It involves the use of a motor grader, a large machine with a long blade, to reshape the road surface by redistributing gravel or dirt. The primary goal is to create a smooth driving surface, improve drainage, and prolong the road's lifespan.

Urban and rural road resealing

Road resealing is an important part of maintaining sealed roads across the region. It helps seal small cracks and surface imperfections, improves skid resistance, and protects the underlying pavement from water damage. Over time, this process extends the life of the road surface and reduces the need for more costly repairs.

Road resealing involves spraying a layer of hot bitumen onto the existing pavement, followed by the application and rolling of uniformly sized stone aggregate to form a new wearing surface.

Annual road resealing program

Council delivers an annual road resealing program to help prolong the life of existing road surfaces and provide a renewed, watertight seal. During the works, traffic control will be in place while surface sweeping, bitumen spraying, and the spreading and rolling of aggregate is undertaken. Temporary access delays of up to 15 minutes may be experienced, and vehicles must not be parked on the street while works are underway. For urban resealing works, affected residents will be notified by letter drop prior to works commencing.

Waterfall Way road works

Waterfall Way is located in Northern NSW and extends 170 kilometers from the Pacific Highway at Raleigh to the New England Highway at Armidale. Since August 2022, the NSW Government have completed maintenance, safety and disaster recovery work including:

  • Bridge maintenance at Allans Water and Coutts Water
  • Installation of new slow vehicle turn out lanes and pavement improvement work
  • Detailed design for permanent disaster recovery work at slopes between Thora and Sherrard Falls

Temporary traffic changes on Waterfall Way will be in place while works continue along Waterfall Way. Visit the Transport for NSW website to stay up to date on Waterfall Way works.
